Foreign funds: How to access China

China now grants access to more than 400 foreign institutions, allowing them to invest through private securities funds, the local version of hedge funds. Global players hoped a new fundraising channel would give their struggling local businesses a quick boost.

However, there are challenges for foreign funds due to a lack of distribution channels, limits on the types of assets they can trade through the Qualified Foreign Institutional Investor program, and local players' continued domination.

Chang Shu is Bloomberg Chief Asia Economist, based in Hong Kong. She leads a team to research into China, Japan, Australia and other major economies in the Asia-Pacific. She previously worked as a senior economist at the Bank for International Settlements and Hong Kong Monetary Authority. In those capacities, she researched widely into the global and Chinese economies. She was also closely involved into policy work including renminbi internationalisation. Prior to these, she also worked at the Bank of England. She is also a director at the Chinese Financial Association of Hong Kong. She edited Currency Internationalisation: Global Experiences and Implications for the Renminbi” and “Cross-border Financial Linkages in Asia and the Pacific: Implications for Systemic Risks”. She has written extensively on the Chinese economy, renminbi internationalization and financial spillovers from China. She holds a PhD degree in Finance from the Birmingham University, UK.

Before join CITICs, She has been working for JP Morgan, State Street and Agricultural Bank of china servicing QFII, QDII. The client mainly covered top insurance companies, commercial banks and overseas QFII investors.

Jonathan is the Head of Fund Administration in the Asia Pacific region for CLSA Fund Services (Asia) Limited (“CFSAL”). He has spent more than 13 years in the Fund Administration industry, covering investor services, fund accounting, implementation, relationship management and business development. Before CFSAL, Jonathan has worked in leading global and regional administrators, namely SS&C GlobeOp, Citco, Citibank, HSBC and Maples in Singapore and Hong Kong.

Alvin Fan is the Chief Executive Officer of OP Investment Management Limited (OPIM), responsible for the company’s overall strategy. He has over 15 years experience in finance and strategy - spanning across managerial, private equity, and fund of funds. Alvin was previously Director of Incubated Funds and Head of Investor Relations at OP Financial Investments Ltd, a Hong Kong-listed Investment Company, where he was responsible for monitoring the company’s portfolio of public equity investments. Prior to joining OP, Alvin was previously working in private equity focused on distressed assets and property. Alvin received his Master’s degree in Business Administration from the Ivey School of Business (University of Western Ontario) in 2006.

Matthew Bradbard serves as a Director at RCM Alternatives and as a China Consultant. In the US, Matt’s main focus is helping investors gain access to suitable Managed Futures strategies, building customized portfolios, and vetting prospective strategies for allocation. Matt also works with traders to identify solutions from an execution and clearing perspective. Matt has lead RCM's China team for the last 4 years and is an integral part of RCM's expansion into China. To date,  Matt and his team have taken 9 Western CTAs to market in China, established a WFOE in 2018, consulted with investors and traders about China access via WFOE, QFII  and TRS schemes. Thus far, over 700mm RMB of Mainland capital has been deployed via Market Signal Agreements with 15 different China Capital partners and RCM has connected its OMS to 3 Mainland China ISVs. Matt has been in the business since 2001, previously managing his own IB for 5 years and running his own CTA strategy.
